Saturday afternoon around 2 p.m., gunfire exploded outside the Best Buy store on Skelley Drive.

Police said Scott Norman was the intended target. He died in the parking lot.

Inside the store 58-year-old Graydon Wesley Brown and his daughter were shopping for a gift for his wife. Brown was hit by a stray bullet and pronounced dead at the hospital.

Police think they have a picture of the shooter. His shirt has the number "4" on it and reads, "Let's Eat."

TPD believes he had followed Scott Norman through the Promenade Mall earlier in the day.

Police said, so far, they have no credible leads.

"This one here, I mean, all we need is the name. Give us the name. You won't have to testify," said Sergeant Dave Walker, Tulsa Police.

Sgt. Walker said Saturday's shooting can be traced back to a double murder in 2008.

Teontae Ray and Tajuan Davis were killed in a gang related shooting. Police had two suspects in the case but no one would testify, and the murders went unsolved.

Then last year one of those suspects, Brian Mitchell, was killed inside his home.

With him at the time was his girlfriend, Kanisha Jackson. She was shot and killed as well.

The other suspect in the 2008 case was Scott Norman, Saturday's victim in the parking lot at Best Buy.

Sgt. Walker said that's two innocent victims, Graydon Wesley Brown and Kanisha Jackson, all because no one will step forward and help police find a killer.

He's worried that cycle will continue if witnesses stay quiet after Saturday's shooting.

"We're stuck, the district attorney's office is stuck, and we're still tracking these people," said Sgt. Walker. "They're still out, armed, and they're still very dangerous. And they could kill somebody else, so it gets a little frustrating."

Anyone with information is asked to call Crime Stoppers and 918-596-COPS.

Walker said it's important to note that you may not even be needed to testify in court.
