Man Arrested For Assaulting Officer Has History Of Violence Against Police

A man who allegedly assaulted two police officers Friday night has a history of violence and threats against Oklahoma City police officers.

OKLAHOMA CITY, Oklahoma -- A man who allegedly assaulted two police officers Friday night has a history of violence and threats against Oklahoma City police officers.

News 9 uncovered three other reports of violence or threats against Oklahoma police officers.

Police pulled Billy McKinney over at I-44 and S.W. 29th Street at about 7:30 p.m. Friday. An officer on the scene said McKinney did the same thing he's done before: assault an officer.

McKinney argues he's being harassed because he was at the bar the night Oklahoma City Police Officer Chad Peery was injured.

"There was a physical confrontation during that arrest. He resisted arrest. He was ultimately taken to the hospital where he was cleared and booked into the Oklahoma County jail," said Capt. Patrick Stewart of the Oklahoma City Police Department.

The police report stated the arresting officer was familiar with McKinney because of his "involvement with the Officer Chad Peery incident as well as other assaults on OCPD officers."

According to police documents, in 2003 McKinney was arrested for punching an Oklahoma City police officer.

In 2008 he was convicted of assaulting an undercover officer at the Half-Time Sports Bar.

"He informed them he was an off-duty police officer, and they precluded him from leaving the business," Det. Kevin Morrisey told News 9 in 2008.

Two years later, that same officer filed a report stating he heard that McKinney had made threats against him.

Then in February McKinney was taken in for questioning in the Chad Peery case, but never charged.

McKinney's wife said officers have been harassing her husband ever since then and they have filed a formal complaint.

"There is an ongoing administrative investigation into the circumstances of this stop and possibly some previous allegations made by this individual and members of his family," Stewart said.

When News 9 tried to talk to McKinney, he said to speak with his attorney. News 9 tried several times over the past two days to speak with McKinney's attorney, but he has not returned any of those calls.

McKinney is facing two counts of assault and battery of a police officer, one count of placing bodily fluids on a city official and public drunkenness.
