Edmond Police Worried About Safety of Missing Girl

Edmond Police are concerned about the whereabouts and safety of an 8-year-old girl who went missing 11 days ago. Crime Stoppers is now offering up to a $2,000 reward for her safe return.

EDMOND, Oklahoma -- Edmond Police are concerned about the whereabouts and safety of an 8-year-old girl who went missing 11 days ago. Crime Stoppers is now offering up to a $2,000 reward for her safe return.

"There's no telling where she is sleeping, if she is eating and if she is even going to school," said Glynda Chu, a spokesperson for Edmond Police. "No one has seen the child in almost 2 weeks."

Dylana Smith was last seen arriving at Ida Freeman Elementary school Friday, October 15. The school had surveillance video of the little girl entering the school shortly after 8:00 a.m., but she never showed up for class. The video also showed a shadowy figure believed to be Dylana walking along the back wall of the gym towards a gym door.

Police said they believed Dylana was with her mother, 25-year-old Dominic Smith. Smith did not have custody of the girl. Dominic Smith was recently released from the Oklahoma County jail and court documents revealed a drug charge, an eviction, and traffic misdemeanors on her record.

Police said Dylana was being cared for by a close family friend. Police were able to make contact with Dominic last weekend by phone. She told them she and Dylana were at a Target store in Norman, but when police showed up, the two were gone.

Police have issued a warrant for Dominic Smith for child stealing. Despite that, they have not issued an Amber Alert.

"There are strict guidelines in place for that," said Chu.

According the OSBI website, The Amber Plan required law enforcement to meet two criteria when evaluating a child abduction. Police departments must have both parts of the scenario present before an activation of the alert can occur. The guidelines were:

  1. The "Amber Alert" should be activated when a child 17 years of age or younger, or an individual under proven mental or physical disability is abducted and there is reason to believe the victim is in imminent danger of serious bodily injury or death.
  2. There is information available to disseminate to the general public which could assist in the safe recovery of the victim and/or the apprehension of a suspect.
