Health Department Says Mustang Manor Still has Numerous Deficiencies

MUSTANG, Oklahoma -- The Mustang Manor Assisted Living Center may be under new ownership, but the state Health Department reported it still has many of the same problems that got it into trouble before.

There was recently a mass exodus of employees at Mustang Manor that left only one staff member to care for 15 residents.

The new owner of Mustang Manor, Jonathan Sheay, became the new owner in mid-July and said, despite some recent firings, the ratio is five staff members to thirteen residents, and the Health Department said under the law only one staff member is required.

On Tuesday, Lisa Fisher helped moved her 100-year-old grandmother to another facility because she needed a different level of care.

"My mom and dad has been taking care of this. I'm just here today to support them and get her moved," Fisher said.

Sheay said Mustang Manor is now an independent living facility, not an assisted living center and is now known as "Care by Design." He also said the facility passed the last Health Department inspection "with flying colors."

But in a 100-plus page report from the State Health Department's inspection dated August 4, inspectors found so many deficiencies that it recommended Mustang Manor's license be revoked, its residents relocated and additional fines imposed.

The Health Department said it has seen no evidence that Sheay now owns the facility. It stated Mustang Manor will still be classified as an assisted living center until the old license is surrendered or it expires next month.

The Health Department also recently ordered Sheay to shut down a facility he ran in Coweta because he had no license.

Finally, Sheay said he wants the people of Mustang and the families of residents to trust in the new venture he is beginning.
