Gov. Brad Henry Vetoes Reduced Training For School Treasurers

Governor Brad Henry vetoed Senate Bill 1342, arguing that recent controversies with school finances show it is a bad idea to lessen the required training for school treasurers.

OKLAHOMA CITY – Governor Brad Henry exercised his right to veto for the first time in the 2010 session - arguing that recent controversies with school finances show it is a bad idea to lessen the required training for school treasurers.

Gov. Henry said lawmakers should consider strengthening administrative safeguards on those funds instead.

In his veto message of Senate Bill 1342, the governor said specialized training was necessary to ensure school funding is spent appropriately.

"Citizens expect and demand that taxpayer dollars be used wisely, efficiently and effectively," said Gov. Henry. "Accordingly, proper training and accountability in the administration of public funding, particularly dollars earmarked to benefit schoolchildren, is essential to foster and maintain public trust."

SB 1342 would have eliminated continuing, specialized training in school finance for county treasurers who also served as a school treasurer. Current law requires those public officials to complete 12 hours of school finance training every three years.

Gov. Henry also signed the following legislation into law:

SB 1369 - Clarifies that other small specific home improvements do not require a residential building permit. Also clarifies that houses and duplexes may be built by land owner without said permit even for rental purposes.

SB 1389 - Adds the State Board of Pharmacy to authorized agencies allowed to employ or appoint an attorney for representation.

SB 1678 - Requires Department of Environmental Quality to recognize certain laboratory accreditations.

SB 1715 - Adds exemption that allows students to be absent from school if he or she is participating in a military funeral honors ceremony upon the approval of the school principal; EMERGENCY.

SB 2042 - Transfers duties from the State Banking Commissioner pertaining to cemeteries and insurance to the Insurance Commissioner. EMERGENCY.
