OKLAHOMA CITY -- A 29-year-old, who counseled troubled juveniles, is accused of raping a 14-year-old.

Juan Guerrero is accused of raping the 14-year-old, and Oklahoma City police said he was able to do it by getting her and her 12-year-old friend drunk.

The incident is a shock to neighbors who consider Guerrero a friend.

"They're good people they really are, that's why I couldn't believe a 13, 14-year-old girl came out the door," said neighbor Earl Downs.

But it's how Guerrero met the girl that's raising the most questions.

According to police, Guerrero first met the 14-year-old at the Pauline Meyer Shelter. Police said the 14-year-old was staying there while Guerrero was a temporary employee.

The Department of Human Services, who employed Guerrero, said he worked at the shelter from October of 2008 to May of 2009 working as a Youth Guidance Specialist. His job was to monitor and provide counseling to clients. It's unclear if he counseled the girl but police said it's where Guerrero took the relationship too far.

"Obviously he crossed the line and it's illegal, and he did meet her at this facility and ultimately continued on to this criminal act," said Oklahoma City Police Sgt. Jennifer Wardlow.

The criminal act may have gone unreported if it weren't for the concern of the girl's mother.

"It goes without saying the mother calling is how everything got started," Sgt. Wardlow said.

After working at the shelter in Oklahoma City, Guerrero has been working at the Juvenile Detention Center in El Reno.

Guerrero's bond has been set at $300,000.
