OKLAHOMA CITY -- Police will be beefing up security at the Memorial Run, after a scare early Saturday and now an arrest in the area Saturday night.

Turns out Dennis Jackson, the man arrested, has a history of run-ins with law enforcement which is why when police got word he was in the area they didn't take any chances.

Pulled over on the corner of 5th and Oklahoma, Jackson's pickup truck was quickly surrounded by police. Officers searched through it looking for anything suspicious.

Jackson is from Tennessee and is becoming well known to Oklahoma City Police.

"Officers were made aware of a suspect that was possibly involved with making some type of threats," Oklahoma City Police Lt. Chris Gayhart said.

In addition to the threats, Jackson was seen circling the memorial earlier Saturday morning. After pulling him over, police noticed something suspicious in his truck. The bomb squad was called in, but the device turned out to be nothing and Jackson was let go. But after being spotted for a second time, police found enough evidence to arrest him.

"We're really unsure of his motive, reasons for being here or what he's doing, that's what we're trying to determine," Gayhart said.

While Police are still trying to figure that out, Jackson gave his own reason.

"Various people knew about Timothy McVeigh and the kresh deal and they kept it quiet in 1980 and 88' and because of it we've got dead bodies up there," Jackson said. "The result of it because of various government officials that refuse to acknowledge the truth."

While police are unsure of what Jackson is doing in Oklahoma they say he does have a warrant out for his arrest in Tennessee. They also say the FBI and CIA have had concerns with Jackson before landing him on a criminal watch list.

Police said with the marathon they didn't want to take any chances. That's why they detained Jackson in the first place.

Several streets were blocked off while the area was searched. All roads were shortly back open.

The Oklahoma City Memorial Marathon is April 26 beginning at 6 a.m.

Prosecutors charged Jackson with one misdemeanor count of making intimidating, threatening or harassing phone calls. In September 2012, that charge was dismissed at the request of the state.

Jackson denies all wrongdoing.
